Farmers  training on rubber cultivation held

ROING, July 18: A one-day farmers training on rubber cultivation under the Chief Minister Mission Mode Project was held at Anchal Samiti Hall here today. The training was organized by the Department of Agriculture in which selected beneficiaries under the scheme attended the training programme.

While attending the training programme, ADC Roing W Tikhak exhorted the beneficiaries to take optimum benefit out of the training and to put it into practice the things learned in the actual field. He said that the State Govt. is giving emphasis on cultivation of cash crops like rubber, tea, orange, pineapple, etc for creating a sustainable agriculture. He urged the beneficiaries to efficiently use the ample and sufficient land available with them for their own benefits.

Roing ADO A Tayeng highlighted the brief features of the training while Master Trainer Y Kamdak, ADO imparted the training through power point presentation.

DK Ayurvedic Hospital MD dies

ITANAGAR, July 18: Managing director of DK Ayurvedic Hospital, Naharlagun, Dagde Loya, died of cardiac arrest at her Division-IV area residence here around 8 pm on Thursday.

She was 33, and is survived by her husband Domin Loya (former AAPSU general secretary) and four children.

As the news of her demise spread, relatives, friends, well-wishers, senior officers and leaders made a beeline since late evening to pay their last respects to the departed soul.

Domin was inconsolable when former Lok Sabha member Takam Sanjoy along with AP Forest Corporation Ltd. chairman Apang Welly joined the mourners this morning.

“It is destiny but not your personal loss alone as the state has lost a great entrepreneur,” Sanjoy told a sobbing Domin. The last rites were performed this evening within the premises of the Loyas’ residence.

An amiable person, Dagde was instrumental in setting up of state’s first Ayurvedic hospital in 2003 before collaborating with Pallakad (Kerala)-based Santhigiri Ayurveda & Siddha Hospital (SASH) in 2007 to provide specialized treatment for which patients used to go to the southern states. The state government had in 2007 recognized it as a referral hospital.

The hospital in association with SASH has been conducting free Ayurveda medical consultation camps for various chronic diseases from time to time to provide succour to patients.

 

NNSPSU seeks subject teachers in GHHS, Nyapin

ITANAGAR, July 18: The Nyapin Nyobia Sangram Phassang Students’ Union (NNSPSU) has sought subject teachers in Govt Higher Secondary School, Nyapin.

In an application submitted to the director, school education while claiming that the school is functioning without subject teacher for the past four years, it asked for teachers in subjects; political science (ST), Geography (ST) and Economics (ST).

It further warned of launching democratic movement if the demand is not fulfilled.

 

Community training prog under SSA

SEPPA, Jul 18: A two days community training programme under SSA was organized by the BRC coordinator Khenewa block district East Kameng on July 15 to 16 last.

Hira Kino, DCMM/ RTE/ Media Cor etc, R. Pathak, Pedagogy  Seppa, Pawoa Sonam, BRCC, Shayam Dodum, BEO and Sarbing Dolo, CRCC were the resources person during the training programme.

All tropics related to community training, (SMC) such as power and function of SMC, RTE child rights, POCSO, Social and educational development of children, MDM and SMF, SMCF etc were discussed. Group discussion on issue & problems related to school were thoroughly done. Suggestion from resource persons, SMC and teachers were shared for improvement school functioning & other interventions.

Further, BRCC Khenewa block has urged the teacher concerned to present their schools as the team will visit every month and found absent will be taken action. DIPRO

 

Vanmahotsava

Seppa, July 18: A large numbers of seedlings were distributed to All East Kameng Student Union (AEKSU) to be planted at various schools of the district by the Divisional Forest Officer, Seppa Forest Division, Tailyang Pali to mark the annual Vanmahotsava festival, 2014.

Keen initiative was shown by the president, AEKSU to create awareness among the student community of the district regarding importance of tree and its role in maintaining ecological balance through mass plantation drive in various schools. DIPRO

 

District level committee meeting on BADP held

ITANAGAR, July 18:  In a meeting of District Level Committee held in DC’s conference hall Yingkiong in Upper Siang district today, the five member committee headed by Deputy Commissioner Dr. Tariq Thomas, as chairman and District Planning Officer J Diyum, SP Tage Habung, OC ITBP and DFO have formally approved the schemes for recommendation to the state government for final approval. The DLC members checked and thoroughly verified the proposals of schemes. The schemes have been selected by the PRI members of the respective blocks in consultation with the local administrative officers. The OC ITBP also submitted their need-based schemes under the provisions of BADP with a separate allocation of fund for paramilitary force. DIPRO

 

Tirap mega youth festival held

KHONSA, July 18: The Tirap district administration organized the Tirap mega youth festival on July 18 with various programmes.

Speaking on the occasion, EAC Techu Aran while appreciating the organizers, asked the participants of the cultural events to spare no effort to preserve, protect and promote their rich age-old traditional culture. While talking to the Self Help Groups who actively participated in the festival, Aran said that the SHGs and the artisans of the district should improve the designs of their dresses adding that the SHGs which comprised of women could bring out new traditional gales and tops with new designs that could be used as daily wear and not only during festivals. He said that the people of other districts had introduced many new and innovative dresses and other gift items and asked the SHGs of Tirap to take a leaf from their books. He observed that for the last many years he had been seeing the same old traditional dresses with not much addition and improvement. He thanked the Art and Culture Department of the district for arranging the programme with a great success in spite of limited resources.

Earlier, in his address Denhang Bosai, In charge of District Art and Culture Officer said that the mega youth festival was organized for the students and the Self Help Groups to inculcate in them a true love for their traditional culture and also to enable the SHGs to display their local products.

Students presented Nocte and Tutsa traditional dances to mark the occasion that thoroughly enthralled the huge gathering. Later the SHGs from Kaimai and Kheti villages displayed their local produces which sold like hot cakes as they were fresh and organic.

HoDs, public leaders and students attended the programme. The programme was a huge success in terms of show-casing the traditional dances of the Noctes and the Tutsas, the two major tribes of Tirap district and in providing a platform to the SHGs to display their products. DIPRO  

 

Malaria, diarrhea outbreak reported in Baririjo

DAPORIJO, July 18: Outbreak of Malaria and other water borne diseases like diarrhea have been reported from remote Rumte village under Baririjo circle of Upper Subansiri district.

Reportedly, more than 70 villagers have been suffering from Malaria, Diarrhea and other water borne diseases. Most of the patients are women and children and the numbers are increasing every passing day due to lack of proper medical facility.

Meanwhile, a team of doctors from District Hospital here and Arunachal Vikash Parishad (AVP) visited the affected area along with other social workers. They organized a medical camp and provided treatment to all the patients and distributed them medicines free of cost.

 

AUSDUYF demands street lights, installation of CCTV cameras in vital locations

DAPORIJO, July 18: All Upper Subansiri District Un-Employed Youth Forum (AUSDUYF) in a memorandum to the Deputy Commissioner has highlighted various problems and grievances of the people of the district and strongly demanded for their immediate redressal.

The unemployed youth forum demanded the district administration to place CCTV cameras in all important and crowded places like market, shops, traffic intersections, to install street lights in different colonies and market within the town. The Forum also demanded for deployment of more police personnel and continuing police patrol in sensitive places in the township, prohibition of illegal business, maintenance of colony roads etc.

 

ZPC clarifies stand on proposed ‘black day’ observation

PASIGHAT, July 18: Reacting to a news item regarding observation of “Black Day” in Pasighat on August 15 by Pasighat People’s Welfare Committee (PPWC) in protest against the prevailing power crisis in Pasighat and its adjoining areas, East Siang Zilla Parishad Chairperson, Kaling Dai has said that the ZPMs and Municipal Councilors were not agree with the decision to observe “Black Day” on the Independence Day.

The ZPC, in a written statement clarified that the ZPMs and Municipal Councillors, who attended the meeting, had suggested the power department officials to estimate fund needed for uninterrupted power supply in the district besides taking step for extension of agreement to draw power from Assam based line until the ongoing Along-Pasighat tower line is completed. They also suggested for early repairing of the defunct Rina, Sille (Pasighat) and Yembung hydel project to meet the power demand.

In a news item published in July 13 edition of this daily, PPWC in a statement threatened to observe Black Day August 15, if no positive response is received from the Government’s end for improving the power situation in the district.

 

Administration urged to continue ILP checking

ITANAGAR, July 18: All Upper Subansiri District Students’ Union (AUSDSU) has demanded the district administration to continue the ILP checking drive in the district.

Alleging that police had conducted the checking drive to maintain formality and name’s sake only, the students union appealed to the home minister to instruct police manning the check gate for proper checking of ILP and also establish a separate police check gate for Upper Subansiri district in view of the influx of outsiders into the district in large number.

 

IRDF donates ambulance to VKAJ

ITANAGAR, July 18: A medical van donated by India Development and Relief Fund (IRDF), USA to Vivekananda Kendra, Arun Jyoti (VKAJ) was formally dedicated to the poor and needy patients of Arunachal Pradesh by Nampong Ngemu, Vibhag Pramukh of Vivekananda Kendra, Arunachal Pradesh at a function at Rangfraa Mandir, New Chingsa, Kharsang, on July 16.

Speaking on this occasion, the doctor of Vivekananda Kendra highlighted the health activities of Vivekananda Kendra in Arunachal Pradesh.    

A medical camp was also organized on the same venue where 51 patients were examined and treated. Similar medical camp was also organized by VKAJ the next day at New Khimiyong village of Miao circle, where 107 patients were treated and medicines were distributed.

 

APB&OCWWB provides medical assistance

ITANAGAR, July 18: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) has provided financial assistance to two of its registered workers under its Medical Assistance benefits.

The two casual workers from Palin electrical sub-divison of Power Department, Kurung kumey district suffered grievous injury on account of electrocution while doing maintenance works on July 18, informed the administrative officer of APB&OCWWB. They are undergoing treatment here, he added.

He also informed that death benefit of Rs.50,000 would be given to the nominee of one late Golo Nikio after completion of official formalities.  

 

Orgs voice for East Kameng DC’s retention

ITANAGAR, July 18: Fearing that some groups of East Kameng district are allegedly lobbying for transferring out the present deputy commissioner of East Kameng Sandeep Kumar Singh, various organizations led by All East Kameng Students’ Union(AEKSU) came out all open to  extend solidarity to  IAS officer’ retention. The organizations consist of Seppa Township Auto Riksha Union, and all four zonal students unions, such as EKMZSU, ABKLSU, APCGSSU, and APPDSU etc. The house appealed to the chief secretary and local MLAs not to interfere rather allow Singh to complete his three years terms of posting. The other burning issues of the district such as drinking water, electricity, and road and communication were also discussed during the meeting, a release added.

 

Implement MDM, demands APETA

ITANAGAR, July 18: The Arunachal Pradesh Elementary Teachers (APETA) has demanded for implementation of Mid May Meal (MDM).

In its three point memorandum submitted to the education secretary, while asking for the release of pending 87 days of MDM, it said that teachers are facing tremendous problem paying for the items to be served in MDM.

Its other two demands include proper implementation of RTE fund and proper supply of textbooks.

PMGSY to cover more border habitations in state

NEW DELHI, July 18: The Pradhan Mantri Gram Sadak Yojana (PMGSY) is likely to cover more habitations with possible relaxation in the path distance to increase the connectivity in border areas  of Arunachal Pradesh. This was indicated by secretary, Union Ministry of rural development L.C Goyal to RWD Minister Kumar Waii when he called on the former  here today.

During the discussion, Kumar Waii highlighted various issues including implementation of flagship programme in the state. The most important issues figured in the meeting was cent percent funding for long span bridges upto 150 mtr, relaxation of population criteria from 250 to 100 as per 2001 census and connectivity to  border outpost to facilitate smooth movement of the border guarding force.

While explaining the topography of Arunachal and various difficulties in programme implementation due to geographical bottleneck,  Waii emphasized on increasing connectivity to the remote and far flung habitations through this flagship programme for overall socio-economic development of the state. “At present the connectivity is about 45 per cent and this may go upto 60 per cent in next 2 to 3 years time on sanction of all the eligible habitations by Govt. of India.”

During the discussion  the Minister further pointed out the difficulties in road construction in complex terrain, mapping of land slide prone areas for better alignment and construction besides maintenance of road.

After giving a patient hearing, the Union RD  Secretary  assured RWD Minister of full support and co-operation to the state in improving rural road connectivity which may help in transporting agriculture/horticulture produce to nearest marketing centre and developing other rural infrastructures.

Rajesh Bhushan, Joint Secretary, PMGSY was also present in the discussion and suggested for increasing the capacity building. RWD Minister was accompanied by K. C. Dhimole, Resident Technical Adviser, New Delhi.

 

 

Forum urges Govt to contain militant activities

ITANAGAR, July 18: The 12th Pakke-Kessang Intellectual Forum (12th PKIF) urged the Arunachal Pradesh government to impress upon its Assam counterpart to immediately shift the designated camp of surrendered group of Ranjan Daimary-led faction of National Democratic Front of Bodoland (NDBF) from the present location to some other places of Assam in the greater interest of people of both the states residing in border area.

The surrendered militant groups have been rehabilitated in a camp at Aahti Patty gate of Balijuri, Assam which falls under civilian area. The Itakhola-Seijosa NEC road passes through this area and is considered as the life-line for the people of Seijosa sub-division, the Forum said in a memorandum to the Chief Minister.

It urged the Chief Minister to immediately post para military forces, preferably, SSB or ITBP to man this sensitive route besides establishing an Army Camp.

The entire stretch from Seijosa check gate to Itakhola has been treated as sensitive zone due to presence of NDBF cadres. And now the establishment of designate camp for surrendered NDBF cadres of RD faction is becoming a serious cause of concern, the memorandum said.

Establishment of Army base camp to man this portion of sensitive zone will also be helpful in containing the ferrying of illegal timbers and boulders from the region, the memorandum added.

The Forum also demanded the state government to conduct joint combing operation by army and local police to flush out the militants, who are making the foothills of the bordering areas as their safe sanctuary to carry out their subversive activities.

The Forum demanded for immediate opening of inter-district road connectivity. “Due to absence of inter-district road connectivity, we have been confronting with numerous day to day problems, especially during Assam bandh and border skirmishes causing complete disruption in the supply of essential commodities.”

“We often experiences tough time during such situation in evacuating patients with serious ailment for treatment, the Forum said and requested the state government to consider for opening inter-district road connectivity from Itanagar to Seijosa via Basarnallo.”

While informing that one Natung Rai, a casual employee working in the Department of PHED was brutally killed at Itakhola on July 13 at Sunday Baazar by some unidentified persons, the Forum appealed to the state government for appointing one of the family members of the deceased in group “C” post on humanitarian as well as compassionate ground.

The Forum also urged the state government to constitute a high level enquiry team involving police from both the states to unzip the causes that led to the killing of an innocent Arunachalee in broad day light in Assam.

The memorandum also highlighted various insurgency problems of Seijosa administrative circle chronologically and various recent illegal and subversive activities allegedly being carried out by the surrendered militant group in the area.

“Seijosa sub-division has been remained in the focus for its notorious activities perpetuated by militants, which left a deep impression of security threat perception and fear psychosis among the people residing in this part of foothills. Nowadays, no officers or officials want to serve in this part of district, which has badly affected the functioning of government establishments. Insurgency has been re-surfacing in the area since last couple of months due to presence of the surrendered group of Ranjan Daimary led faction of NDBF,” the memorandum said.

The Forum in its memorandum also informed that the surrendered militants frequent to the Seijosa with sophisticated arms and collects money from shopkeepers and local people forcefully in the name of donation at gun points. They also collect road taxes from the commercial vehicle owners, which are plying on this route, it added.

Illegal extraction of forest produces and river bed materials are going on unabatedly in the area under very nose of administration. This business is flourishing in the area because it gets the ultras patronage in connivance with few profit driven local people. Hence, the local administration is made mute spectator, the memorandum added.

 

 

Governor calls for starting goods trains for the state, early completion of Bogibeel bridge over Brahmaputra

ITANAGAR, July 18: The North East Frontier Railway General Manager Ranjit Singh Virdi called on the Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan here today.

The Governor expressed his appreciation and happiness that the Indian Railways has established railway link to the state. He said that lot of efforts and hard works have been put into it.

The Governor advised that the Railways and State Government must work together for resolving the issues for the benefit of the people. The Governor suggested for making provision of giving Inner-line Permit on arrival.

The Governor said that the new Union Government has given hopes to the people that the development process will get faster. It has announced new trains for the State and efforts must be made to start these trains at the earliest.

Citing the abundant and exotic horticultural and floricultural produces in the State, the Governor called for starting goods trains for the state.

Calling for early completion of Bogibeel Bridge over River Brahmaputra in Assam, the Governor said that it would be one of the most significant achievements in road and railway connectivity in the region. It will be of huge benefit for the people of Arunachal Pradesh and Upper Assam, he added.

BJP portrays pathetic scenario of education sector

ITANAGAR, July 18: The Bharatiya Janata Party, Arunachal Pradesh today flayed the state Govt for its alleged failure to provide basic infrastructural facilities in education sector in the state.

Alleging that ruling Congress government in the state is maintaining step-motherly attitude towards the student community, the BJP  spokesperson Techi Necha in a release  said the state Govt is failing to uphold the constitutional duties in providing basic infrastructural facilities like hostel accommodation, class rooms and uniforms at the schools and colleges across the state, whereas all these basic facilities are being extended to the ST students in the state by the Union government under budgetary provisions, flagship programme and normal allocation to the education sector.

“The most shocking unfair policy of the state government towards the students community is the present 50 per cent cut-off marks in admission at Dera Natung Government College, Itanagar,” the BJP said adding many students were deprived of getting admission in the College  which is  a complete violation of the Right to Education Act. BJP does not approve “such unethical and unfair policy” of the State government towards student community the party said and demanded the State government to roll back the criteria of 50 per cent cutoff marks in admission to the first year students.

The party further demanded that the Govt shall formulate urgent policy to provide adequate hostel accommodation, free and compulsory Uniform, books, adequate class rooms, Science lab and for appointment of adequate and required teaching faculties in all schools and colleges across the state with effect of current session 2014 – 2015.

 

 

Flying Squad conducts surprise checking in Govt offices

DAPORIJO, July 18: The Flying Squad yesterday conducted a surprise checking in the government offices at Daporijo and found that some officers were not attending to their duties and were out of station without authorization.  

It is worth mentioning that the Flying Squad was constituted for Daporijo to carry out surprise checking in government offices to curb the unauthorized absence of employees. ADC Kanki Darang, in-charge Deputy Commissioner informed that such surprise checking would be carried out from time to time in all the offices and in case of unauthorized absence by the officers, the matter would be referred to the higher authority for further strict action against them. He further stated that all the officers holed up at Itanagar or their hometowns for months, should report back to their place of posting at the earliest and discharge their duties from here. Create conducive atmosphere for investors: Jamoh

ITANAGAR, July 18: “The people of Arunachal should give ample opportunity to Job oriented companies to function and invest in the state by maintaining peaceful law and order situation and creating conducive atmosphere for them” said Adi Bané Kébang President Kangir Jamoh at Kaying yesterday.  

He said that due to rampant donation from various groups, many companies are facing lots of problems and some of them even left the state. He also said that tourism sector should be encouraged but without maintaining a better atmosphere for them we can’t expect inflow of tourist in our state. Jamoh  was addressing the gathering after administering the oath of office to office bearers of Adi Bané Kébang, West Siang District unit.

He advised the Adi community to preserve own tradition and culture and maintain a cordial relationship with other community and also urged the other NGOs, Community base organisations, Associations, Unions etc to maintain a good rapport with other community.

Jamoh further said that the people should also cooperate with the government so that the government takes up various developmental activities in the state without any hindrance.

He urged the senior citizens of every community to guide the younger generation to maintain peaceful atmosphere in the state particularly in state capital,  adding “we need to march together to make Arunachal into a developed and peace loving state.”

Depi-Detak area faces myriad problems

RUKSIN, July 18: At a time, when the rapid development of science and technology is reducing the world into a global village, the historical Depi-Detak area under Nari-Seren circle in East Siang is lagging behind in development front. Basic amenities such as road communication, power supply, drinking water, quality education and healthcare are still eluding the area, while the residents of Depi, Depi-Moli and Detak are crying from telecommunication problem.

Located at Assam-Arunachal boundary, Depi-Detak area falls under West Pasighat Assembly constituency is still deprived of fruits of development in all sectors. It is reflected through various allegations that the state and central government’s rural development efforts for the last decades have failed to ameliorate economic status of the rural people.

The senior citizens allege that successive state governments are showing utter negligence towards the area consequently the rural people are suffering from a lot for last several years.

The villages in hilly terrains have enormous scope for agriculture and allied sectors like horticulture, apiculture (honey rearing), pisciculture and animal farming, but due to lack of technical beck-up, farmers have to depend on natural factors.

Locals say they are not introduced with the field officers of agriculture, horticulture and veterinary departments.

The denizens are concerned over pathetic state of the medical sub centre at Depi-Moli village. The newly posted ANM, who comes from Pasighat is rarely seen in the centre as there is no quarter for the medical staff.

In education front also, the area is lagging far behind other areas of the district and the rural people are yet to get the light of education. There is a middle school at Depi but its ill equipped and running without required facilities to impart quality education. Shortage of subject teacher is a never ending problem of the school.

The local villagers are dissatisfied with the fact that construction of the much hyped 100- bedded Girls Residential School at Depi village is under bureaucratic roadblock. It is alleged that some AAPSU (student) leaders, who are seeking construction contract, are making an unholy interference over the issue, which is causing inordinate delay in construction.

The villagers of Depi and Depi-Moli in presence of the GBs, Adi Student Union (AdiSU) functionary and local panchayat member recently assemble in a meeting to discuss the residential school issue. The meeting by adopting unanimous resolution assigned AdiSU Publicity Secretary Kaling Eko and SMC member Tamok Taboh to look after the building construction activities.

Kaling, who is native of Depi village has requested the AAPSU leaders not to interfere in any construction works of the girl’s residential, said that SSA guideline enshrines the SMC member to hold all responsibilities of school construction, while the construction activities to be monitored by the authority.

 

 

Changlang chalks out prog for grand celebration of I-day

CHANGLANG, July 18: Changlang Deputy Commissioner Chanchal Yadav convened a meeting in the conference hall here to chalk out the programme for ensuing Independence Day celebration.

Speaking in the meeting which was attended by all the heads of the offices, Changlang, 4 Assam Rifles, CRPF and public leaders the DC informed that the gala day will be celebrated in a grand manner and invited suggestion for new items to be included in the programme. After threadbare discussion, the house finalized programme for celebrating the I Day in a befitting manner.

The Deputy Commissioner also convened a meeting for implementation of the programmes under NERCORMP-III in the districts of Changlang, Tirap and Longding which was launched on 6th Jan last.  Yadav informed that people in the district have lots of keenness to be a part of the programme adding that if implemented properly, it has a huge scope to change the face of these backward districts of Arunachal Pradesh.

Emphasizing the need of successful implementation of the programme enthusiastically, she suggested them to mobilize the community so that they take up the activities confidently. She further suggested for mapping of the district according to the suitability of area for taking up activities depending on climatic condition, environment and interest of the people. Considering the vast resource of the district and suitability of horticulture crop she suggested for setting up of small fruit processing units in the districts.

She expressed her hope that the programme will be successfully implemented under the guidance of NERCORMP officials while assuring cooperation from the District Administration.

Zilla Parisad Chairperson, Marina Kenglang informed that most the people in the district are economically poor and agriculture is their main source of livelihood. She was optimistic that the projects under NERCORMP will usher in new dawn of development in the area. She appealed all and sundry for cooperation for successful implementation of the program.

Imported goods seized, traders imposed fine at Pasighat

PASIGHAT,  July 18: On receipt of a complaint from Advocate Vijay Taram,  the East Siang District unit Legal Metrology & Consumer Affairs Department led by its Asstt. Controller seized 20 number of imported insect killer sprayers from four different traders of Pasighat market recently.

As stated in the complaint, he (complainant) procured 2 numbers of sprayers by paying Rs. 140 each from a trader of Pasighat market. Since no MRP was mentioned in the product, he felt that the shopkeeper was charging the price arbitrarily and asked for a cash memo. On his demand, a cash memo was given in plain paper with seal but he insisted for printed one. On this, the shopkeeper refused to issue and asked him to buy the same from other shop if printed cash memo is necessary.

Aggrieved by this dealing, he lodged a complaint against the shopkeeper for selling the said product without MRP printed on it and charging the price arbitrarily and also for not issuing proper cash memo keeping carbon copy as record. He also produced one of the sprayers and the cash memo as proof of his purchase.

The legal Metrology team inspected numbers of trading premises and seized sprayers from four shops including the shop from which the complainant procured and booked cases for violation of section 18 of Legal Metrology Act, 2011. All the four traders have been imposed fine of Rs. 4000 each.

On enquiry made by the Department, it was revealed that the products are being supplied by a mobile seller who used to come from outside the District. The shopkeepers in wholesale get the product at Rs. 90 and sold them at a huge profit between 120 to 150 per sprayer. The details of the sprayer like manufactures’ name, MRP, expiry date etc. could not be ascertained as it was given in foreign script. It was also reported that more such imported products like cosmetics, edible items etc which do not carry information as required in the Legal Metrology (Package commodities) Rules are selling in the market. Though information is given in foreign scripts, the Indian consumer could not read it, said Lupha Sikhet, Inspector Legal Metrology.

As per provisions of PC Rules, the imported products to be sold in Indian market should invariably bear thereon name and address of the Indian importer besides mandatory information like name and address of manufacturer or packer, MRP, net content, expiry date etc in English or Hindi script. Violation of these rules could attract penalty of up to Rs. 5,000, she said adding that next step of the department would be to check strictly on such controversial imported products”,

She appealed traders to refrain from selling such products in the interest of common consumers and the public to extend their support and cooperation to department for effective implementation of various provisions of the Legal Metrology Act and Rules in the District.

Talking about cash memo, she said that consumer has every right to obtain cash memos or any other documents like warranty card etc against his purchase. As such, she desired that all the shopkeepers keep printed cash memos for issue to purchaser on demand. DIPRO

 

 

Disaster awareness and preparedness prog held

ITANAGAR, July 18: An disaster awareness and preparedness meeting was held at Govt. Higher Secondary School, Jairampur yesterday.

Jairampur ADC Kento Riba explained the safety measures to be taken during and after floods, land slides, fire accidents and earth quake and pamphlets on disaster control and preventive measures were distributed among the participants.

He urged all Heads of Offices, PRI members to remain always in readiness to tackle situation in the event of any disaster in a coordinated manner.

SMO in-charge of Jairampur CHC explained about safety measures to be taken in order to prevent health problems, epidemic during and after such natural calamities.

Captain Chauhan of 39 CRPF also shared his experience and explained safety measures in the event of fire and vehicle accidents.

Jairampur Anchal Samity Chairperson Nobinkam Tikhak assured to disseminate information on safety measures amongst all PRI members and villagers. He urged people to come forward to help administration in managing any natural disaster.

Heads of Offices, PRI members, Officers of paramilitary forces, teachers and students were present in the programme, according to an official release.

 

 

China distributes controversial maps to troops’

Beijing, July 18:  China is distributing millions of controversial updated maps to its military in the first upgrade in 30 years, reportedly reinforcing its claims over Arunachal Pradesh.

All major army units will receive new, more accurate maps in the near future, PLA Daily reported.

The Lanzhou Military Command, one of seven PLA ground force commands, has updated more than 15 million maps for its troops, it said.

Though the official media in Beijing has not published the maps being circulated in its military, it reportedly incorporated China's claims over the disputed borders with India as well as South and East China Seas, which were hotly contested by several of China's neighbours.

Last month, the new map issued by China stirred up strong reactions in India as it incorporated its claims over Arunachal Pradesh, which China claims as Southern Tibet.

India dismissed the new map issued by Chinese authorities saying cartographic depiction did not change the reality that Arunachal Pradesh was part of India.

"The fact that Arunachal Pradesh is an integral and inalienable part of India has been conveyed to Chinese authority at several occasions including at the very highest level," External Affairs Ministry spokesman Syed Akbaruddin said on June 28.

The Chinese maps being issued to the military have been prepared using a geocentric coordinate system, which defines locations according to their latitude, longitude and height.

This approach is widely used by other countries' forces, Wang Xiaoming, director of the Lanzhou Military Command's survey information centre said.

Production of the new maps began last year.

The project took into account the diverse needs of different branches of the armed forces,  Wang said.

They also feature data obtained by experts in geomorphology - the scientific study of landforms.

Training sessions are being organised for the troops that received the maps.

Wang Huasheng, head of an air defence brigade at the Lanzhou command, said the maps would enable his soldiers to spend less time planning operations and would help to improve strike accuracy.

China's military maps are produced by the geographic survey services group under the PLA's General Staff Headquarters, and are categorised as classified information. Jia Fenli, a mapping expert at the PLA Information Engineering University in Zhengzhou, Henan province, said paper maps will not be eliminated despite the increasing use of electronic ones.

"During the Gulf War, the United States' armed forces used nearly 35 million paper maps, while in the Kosovo war, British troops used more than six million paper maps," he told state-run China Daily.

"Compared with electronic maps, paper ones are easy to carry and use. Maps produced from composite materials can act as waterproof clothing or blankets. They are very light, so soldiers will be more willing to carry them instead of some heavy electronic device," Jia said.

In addition, using paper maps can avoid the risks that sometime arise from relying on electronic ones.

Jia said a malfunction in a satellite navigation device resulted in the deaths of three British soldiers in Afghanistan.

A mix-up over coordinates meant the troops came under friendly fire from US aircraft. PTI

Airport dream remains elusive

Lack of airport has become one of the major sore points in the developmental process of Arunachal Pradesh. Though, recently Arunachal has been connected with railway, the dream to have airport of its own remains elusive. The much talked about green field airport project has not taken off so far. After lengthy court battle, the door for construction of green field airport at Hollongi opened this year after Guwahati high court gave green signal. Chief Minister Nabam Tuki yesterday evening called on Union Minister of Civil Aviation Ashok Gajapathi Raju at New Delhi and appealed for sanctioning of the Greenfield Airport at Hollongi to enable the start of construction activities in the current financial year.

Airport Authority of India (AAI) has already prepared Detailed Project Report for Hollongi project. CMD of AAI Alok Sinha, who was present in the meeting, informed the CM that AAI has already sought necessary budgetary provisions for the Greenfield Airport to facilitate its early sanction. It is not clear  what exactly  transpired, but, hopefully meeting bear fruits and see early start for construction of much delayed green field airport project. Arunachal is among few of those states which still does not have operational airport.  Government of India should expedite the green field project so that people of Arunachal do not feel deprived.

Reimburse the long pending medical bill

Dear Editor,

I am a retired teacher from Govt Middle School, Longding, Arunachal Pradesh.

I underwent heart surgery twice in year 2007 and submitted medical reimbursement bill in 2007 to DDSE Khonsa. Due to failing health and the need for regular doctor visit, I took retirement in June 2008.

Since year 2007, I have been following up for reimbursement of amounts of my medical bills but till date have got only Rs. 80000 out of Rs. 183413.28. An amount of Rs. 103413.28 is still pending.

I have approached the authorities at Education Department through phone and letters several times.

My son met the Education Secretary in January 2014 and appraised him about the pending bills and requested for release of funds and the due payment. He assured but again 6 months have passed and I am facing extreme hardship as I have not got the required payment.

Teachers are backbone for progress of any generation and state.

I put in my 100% and produced doctors, engineers, politicians and other high ranking officials who now form the leadership for progress of Arunachal Pradesh. Gross injustice has been done to me by keeping my dues pending for 7 years on false pretext of non availability of funds.

Is the Govt. running from mere Rs. 1 lakh which is due to me?

Release our salaries

Dear Editor,

The three months salaries of SSA teachers of Kurung Kumey have not been released. We are eagerly waiting for the early release of salary as June-June is very crucial as we have to pay school fees and spend for other miscellaneous works.

We have been informed that the central grant has been released but the state government is yet to release the salaries of the teachers.  

Is the govt intended on harassing the SSA teachers?

The local leaders pressurize us for regular duty but one should know that a person does work so as to live, feed and fulfill one’s requirement.

Therefore, I appeal the govt and concern Department to release the salaries at the earliest possible time.

Pay and watch them perform

Dear Editor,

Our health minister has no reason to be shocked regarding the dismayed state of health system in the state. The entire NRHM staffs of the state have not been paid their salary for the last 4 months.

Now, can you expect the employees to work efficiently? For that matter, can our Chief Minister or Health Minister or any of the officers work a single day without their salary? While the review meetings and all the big talks of upgrading the system is an everyday affair in the dailies, the employees are not paid for months. Why is this happening in almost all the central sponsored schemes?

The unions, associations should work and find out the root cause of this delayed payment culture in all the central sponsored schemes, should we want to see an efficiently working Arunachalees.

Introspect first and take a decision

Dear Editor,

I would like to put down some points regarding the Deputy Commissioner of East Kameng District.

In a district like East Kameng progressive and peaceful development can only be achieved, when a strong and efficient district administrator is placed.

The present district Deputy Commissioner in a short period have taken some bold steps and decisions for the public and officials of various departments and is also trying his level best to make the district better.

As, a laymen I no way can comment on credibility of an I.A.S officer, but as a concern citizen of a district, we have noticed various good changes for our district.

We expect more from him in near future.

At the same time, we are also aware about the trend prevailing in our district where only Chamchas of the higher represen-tatives of the district last long.

We expect, after seeing the present scenario of district, that representatives of the district too may introspect among themselves before taking any regrettable decision.

The Rise of the Dao Culture: Unleashing fear

Dear Editor,

The original source of the title is from the movie “The rise of the guardian”. This movie depicted about how a boy turns into a guardian to save the children from the grip of the fear that becomes the only source for the rising of the dark.

We are witnessing a rampant rise in the Dao culture; culture which accords and reveres the slogan “Threats, kill and fear”.

Like a movie, we are in dire need of our own guardian and for this we don’t need a boy but a quite good order of law, change in the mindset of some groups of people, and recognition of the idiom “Live, and let others live”. We are probably buffeted by the regular waves of physical terror in and around the capital.

Without an iota of doubt, we are certainly in a cusp of paradigm shift; shift from sanity to insanity where Dao culture unleashing fear has become an incessant phenomenon.

In and around the capital, where we expect civilized people to inhabit, the conducive atmosphere required for the preservation of mutual respect and dignity for each others are slowly degenerating into a very harsh and pathetic condition.

We are witnessing a race for dominance and superiority at the capital. And this race has been a tinderbox; helping to kindle a fire that is rapidly engulfing the capital and the people residing has started feeling the heat of it.

In our tribal society the importance of Dao cannot be ignored; it can be placed at the heart of our culture. Our traditional attire is incomplete without Dao. We certainly revered the presence of Dao as it had a great contribution in the process of civilization of tribal societies. It is said that, “Changes is required to adopt with the changing time and generation” but the way Dao is being used is changing the mindset of the people which is pressing the alarming button.

When without it, person will feel weak or conscience will work and he maintain to dodge any kind of bickering or clash and try not to aggravate the situation by further adding of fuel in the fire, but in contrary when carrying dao the same person pretend to be macho and inflate his chest displaying that he is strong and when suddenly struck with even a minor incident will provoke him to take a help of dao. Dao in simple terms “License to threat and kill”.

Take the case of recent incident, where Unty Umbrey alias Unity Umbrey had had a taste of growing brutality over the people residing in and around the capital. He had slightly missed the ticket to heaven. This incident is a mirror to us as it reflects the insanity and madness that has become the order of the day. Inside the virtual bubble where selfishness and self aggrandizement abounds, one fails to see that even small acts of negligence can be destructive, so therefore passive resistance or mere spectator to this incident won’t trample the gripping insanity and madness, only way to stop this before it takes the life of your brother, friends or anyone is by strongly condemning it and demanding a strong action against it.

Responsibility is the price of freedom and price of diversity too. When living in diverse society our responsibility is to respect the existence of other tribes and their respective culture and tradition. When abdicate those responsibility the result is the tsunami of hatred and ill-thoughts for others.

What is happening in Bodo Territorial Area District (BTAD) is different from ours. BTAD claims to be fighting against the outsiders, some groups of people do praise the efforts of it not bothered what path they chart to accomplish it. But in our capital no one is an outsider’s; we all are Arunachalee and had been granted equal rights and freedom in and around the capital. One has no rights to gloss up any tribe as an outsiders as we all are born and prepared to die in our own mother land “Arunachal Pradesh”.

If this wheel of incoherence and disrespect is allowed to continue, pretty soon we all will become a part of divided Arunachal Pradesh.

The question that comes in my mind is how a brutality and offensiveness method can solve a problem or situation that demands not counter-offensive attacks but a mere politeness that can prove to be a magic bullet.

While taking a helicopter view of the condition prevailing in and around the capital one cannot disagree with the very much alike Alice in wonderland situation of law and order in the capital. Government has miserably failed to even invoke a sense of security and safety of its own people. The reality is different between the inherited institution to the government which is created by our ancestor for the citizens and life of the citizens. This differences has made citizens live within a contagion of chaos. The beleaguered government has to take the responsibility and expand their capability of understanding; they need to understand that politics is confined not only to creating growth but also creating order. We have enough law but no order. Until that is achieved life will be nasty, brutish and short. The laws tame the ego and create habits of defense by reminding citizens of their subordination to something permanent. The law spiritualise matter, so that something very normal, like having meal, has a sacred component of it. The laws build community by anchoring belief in common practice. Sadly, our law exists only in book.
