Malaria, diarrhea outbreak reported in Baririjo

DAPORIJO, July 18: Outbreak of Malaria and other water borne diseases like diarrhea have been reported from remote Rumte village under Baririjo circle of Upper Subansiri district.
Reportedly, more than 70 villagers have been suffering from Malaria, Diarrhea and other water borne diseases. Most of the patients are women and children and the numbers are increasing every passing day due to lack of proper medical facility.
Meanwhile, a team of doctors from District Hospital here and Arunachal Vikash Parishad (AVP) visited the affected area along with other social workers. They organized a medical camp and provided treatment to all the patients and distributed them medicines free of cost.

ZPC clarifies stand on proposed ‘black day’ observation

Imported goods seized, traders imposed fine at Pasighat
PASIGHAT, July 18: On receipt of a complaint from Advocate Vijay Taram, the East Siang District unit Legal Metrology & Consumer Affairs Department led by its Asstt. Controller seized 20 number of imported insect killer sprayers from four different traders of Pasighat market recently.
As stated in the complaint, he (complainant) procured 2 numbers of sprayers by paying Rs. 140 each from a trader of Pasighat market. Since no MRP was mentioned in the product, he felt that the shopkeeper was charging the price arbitrarily and asked for a cash memo. On his demand, a cash memo was given in plain paper with seal but he insisted for printed one. On this, the shopkeeper refused to issue and asked him to buy the same from other shop if printed cash memo is necessary.
Aggrieved by this dealing, he lodged a complaint against the shopkeeper for selling the said product without MRP printed on it and charging the price arbitrarily and also for not issuing proper cash memo keeping carbon copy as record. He also produced one of the sprayers and the cash memo as proof of his purchase.
The legal Metrology team inspected numbers of trading premises and seized sprayers from four shops including the shop from which the complainant procured and booked cases for violation of section 18 of Legal Metrology Act, 2011. All the four traders have been imposed fine of Rs. 4000 each.
On enquiry made by the Department, it was revealed that the products are being supplied by a mobile seller who used to come from outside the District. The shopkeepers in wholesale get the product at Rs. 90 and sold them at a huge profit between 120 to 150 per sprayer. The details of the sprayer like manufactures’ name, MRP, expiry date etc. could not be ascertained as it was given in foreign script. It was also reported that more such imported products like cosmetics, edible items etc which do not carry information as required in the Legal Metrology (Package commodities) Rules are selling in the market. Though information is given in foreign scripts, the Indian consumer could not read it, said Lupha Sikhet, Inspector Legal Metrology.
As per provisions of PC Rules, the imported products to be sold in Indian market should invariably bear thereon name and address of the Indian importer besides mandatory information like name and address of manufacturer or packer, MRP, net content, expiry date etc in English or Hindi script. Violation of these rules could attract penalty of up to Rs. 5,000, she said adding that next step of the department would be to check strictly on such controversial imported products”,
She appealed traders to refrain from selling such products in the interest of common consumers and the public to extend their support and cooperation to department for effective implementation of various provisions of the Legal Metrology Act and Rules in the District.
Talking about cash memo, she said that consumer has every right to obtain cash memos or any other documents like warranty card etc against his purchase. As such, she desired that all the shopkeepers keep printed cash memos for issue to purchaser on demand. DIPRO

‘China distributes controversial maps to troops’
Beijing, July 18: China is distributing millions of controversial updated maps to its military in the first upgrade in 30 years, reportedly reinforcing its claims over Arunachal Pradesh.
All major army units will receive new, more accurate maps in the near future, PLA Daily reported.
The Lanzhou Military Command, one of seven PLA ground force commands, has updated more than 15 million maps for its troops, it said.
Though the official media in Beijing has not published the maps being circulated in its military, it reportedly incorporated China's claims over the disputed borders with India as well as South and East China Seas, which were hotly contested by several of China's neighbours.
Last month, the new map issued by China stirred up strong reactions in India as it incorporated its claims over Arunachal Pradesh, which China claims as Southern Tibet.
India dismissed the new map issued by Chinese authorities saying cartographic depiction did not change the reality that Arunachal Pradesh was part of India.
"The fact that Arunachal Pradesh is an integral and inalienable part of India has been conveyed to Chinese authority at several occasions including at the very highest level," External Affairs Ministry spokesman Syed Akbaruddin said on June 28.
The Chinese maps being issued to the military have been prepared using a geocentric coordinate system, which defines locations according to their latitude, longitude and height.
This approach is widely used by other countries' forces, Wang Xiaoming, director of the Lanzhou Military Command's survey information centre said.
Production of the new maps began last year.
The project took into account the diverse needs of different branches of the armed forces, Wang said.

Training sessions are being organised for the troops that received the maps.
Wang Huasheng, head of an air defence brigade at the Lanzhou command, said the maps would enable his soldiers to spend less time planning operations and would help to improve strike accuracy.
China's military maps are produced by the geographic survey services group under the PLA's General Staff Headquarters, and are categorised as classified information. Jia Fenli, a mapping expert at the PLA Information Engineering University in Zhengzhou, Henan province, said paper maps will not be eliminated despite the increasing use of electronic ones.
"During the Gulf War, the United States' armed forces used nearly 35 million paper
maps, while in the Kosovo war, British troops used more than six million paper maps,"
he told state-
"Compared with electronic maps, paper ones are easy to carry and use. Maps produced from composite materials can act as waterproof clothing or blankets. They are very light, so soldiers will be more willing to carry them instead of some heavy electronic device," Jia said.
In addition, using paper maps can avoid the risks that sometime arise from relying on electronic ones.
Jia said a malfunction in a satellite navigation device resulted in the deaths of three British soldiers in Afghanistan.

Though, recently Arunachal has been connected with railway, the dream to have airport of its own remains elusive. The much talked about green field airport project has not taken off so far. After lengthy court battle, the door for construction of green field airport at Hollongi opened this year after Guwahati high court gave green signal. Chief Minister Nabam Tuki yesterday evening called on Union Minister of Civil Aviation Ashok Gajapathi Raju at New Delhi and appealed for sanctioning of the Greenfield Airport at Hollongi to enable the start of construction activities in the current financial year.
Airport Authority of India (AAI) has already prepared Detailed Project Report for Hollongi project. CMD of AAI Alok Sinha, who was present in the meeting, informed the CM that AAI has already sought necessary budgetary provisions for the Greenfield Airport to facilitate its early sanction. It is not clear what exactly transpired, but, hopefully meeting bear fruits and see early start for construction of much delayed green field airport project. Arunachal is among few of those states which still does not have operational airport. Government of India should expedite the green field project so that people of Arunachal do not feel deprived.

Reimburse the long pending medical bill
Dear Editor,
I am a retired teacher from Govt Middle School, Longding, Arunachal Pradesh.
I underwent heart surgery twice in year 2007 and submitted medical reimbursement bill in 2007 to DDSE Khonsa. Due to failing health and the need for regular doctor visit, I took retirement in June 2008.
Since year 2007, I have been following up for reimbursement of amounts of my medical bills but till date have got only Rs. 80000 out of Rs. 183413.28. An amount of Rs. 103413.28 is still pending.
I have approached the authorities at Education Department through phone and letters several times.
My son met the Education Secretary in January 2014 and appraised him about the pending bills and requested for release of funds and the due payment. He assured but again 6 months have passed and I am facing extreme hardship as I have not got the required payment.
Teachers are backbone for progress of any generation and state.
I put in my 100% and produced doctors, engineers, politicians and other high ranking officials who now form the leadership for progress of Arunachal Pradesh. Gross injustice has been done to me by keeping my dues pending for 7 years on false pretext of non availability of funds.
Is the Govt. running from mere Rs. 1 lakh which is due to me?

Release our salaries
Dear Editor,
The three months salaries of SSA teachers of Kurung Kumey have not been released.
We are eagerly waiting for the early release of salary as June-
We have been informed that the central grant has been released but the state government is yet to release the salaries of the teachers.
Is the govt intended on harassing the SSA teachers?
The local leaders pressurize us for regular duty but one should know that a person does work so as to live, feed and fulfill one’s requirement.
Therefore, I appeal the govt and concern Department to release the salaries at the earliest possible time.

Pay and watch them perform
Dear Editor,
Our health minister has no reason to be shocked regarding the dismayed state of health system in the state. The entire NRHM staffs of the state have not been paid their salary for the last 4 months.
Now, can you expect the employees to work efficiently? For that matter, can our Chief Minister or Health Minister or any of the officers work a single day without their salary? While the review meetings and all the big talks of upgrading the system is an everyday affair in the dailies, the employees are not paid for months. Why is this happening in almost all the central sponsored schemes?
The unions, associations should work and find out the root cause of this delayed payment culture in all the central sponsored schemes, should we want to see an efficiently working Arunachalees.

Introspect first and take a decision
Dear Editor,
I would like to put down some points regarding the Deputy Commissioner of East Kameng District.
In a district like East Kameng progressive and peaceful development can only be achieved, when a strong and efficient district administrator is placed.
The present district Deputy Commissioner in a short period have taken some bold steps and decisions for the public and officials of various departments and is also trying his level best to make the district better.
As, a laymen I no way can comment on credibility of an I.A.S officer, but as a concern citizen of a district, we have noticed various good changes for our district.
We expect more from him in near future.
At the same time, we are also aware about the trend prevailing in our district where

The Rise of the Dao Culture: Unleashing fear
Dear Editor,
The original source of the title is from the movie “The rise of the guardian”. This movie depicted about how a boy turns into a guardian to save the children from the grip of the fear that becomes the only source for the rising of the dark.
We are witnessing a rampant rise in the Dao culture; culture which accords and reveres the slogan “Threats, kill and fear”.
Like a movie, we are in dire need of our own guardian and for this we don’t need a boy but a quite good order of law, change in the mindset of some groups of people, and recognition of the idiom “Live, and let others live”. We are probably buffeted by the regular waves of physical terror in and around the capital.
Without an iota of doubt, we are certainly in a cusp of paradigm shift; shift from sanity to insanity where Dao culture unleashing fear has become an incessant phenomenon.
In and around the capital, where we expect civilized people to inhabit, the conducive atmosphere required for the preservation of mutual respect and dignity for each others are slowly degenerating into a very harsh and pathetic condition.
We are witnessing a race for dominance and superiority at the capital. And this race has been a tinderbox; helping to kindle a fire that is rapidly engulfing the capital and the people residing has started feeling the heat of it.
In our tribal society the importance of Dao cannot be ignored; it can be placed at the heart of our culture. Our traditional attire is incomplete without Dao. We certainly revered the presence of Dao as it had a great contribution in the process of civilization of tribal societies. It is said that, “Changes is required to adopt with the changing time and generation” but the way Dao is being used is changing the mindset of the people which is pressing the alarming button.
When without it, person will feel weak or conscience will work and he maintain to dodge any kind of bickering or clash and try not to aggravate the situation by further adding of fuel in the fire, but in contrary when carrying dao the same person pretend to be macho and inflate his chest displaying that he is strong and when suddenly struck with even a minor incident will provoke him to take a help of dao. Dao in simple terms “License to threat and kill”.
Take the case of recent incident, where Unty Umbrey alias Unity Umbrey had had a taste of growing brutality over the people residing in and around the capital. He had slightly missed the ticket to heaven. This incident is a mirror to us as it reflects the insanity and madness that has become the order of the day. Inside the virtual bubble where selfishness and self aggrandizement abounds, one fails to see that even small acts of negligence can be destructive, so therefore passive resistance or mere spectator to this incident won’t trample the gripping insanity and madness, only way to stop this before it takes the life of your brother, friends or anyone is by strongly condemning it and demanding a strong action against it.
Responsibility is the price of freedom and price of diversity too. When living in
diverse society our responsibility is to respect the existence of other tribes and
their respective culture and tradition. When abdicate those responsibility the result
is the tsunami of hatred and ill-
What is happening in Bodo Territorial Area District (BTAD) is different from ours. BTAD claims to be fighting against the outsiders, some groups of people do praise the efforts of it not bothered what path they chart to accomplish it. But in our capital no one is an outsider’s; we all are Arunachalee and had been granted equal rights and freedom in and around the capital. One has no rights to gloss up any tribe as an outsiders as we all are born and prepared to die in our own mother land “Arunachal Pradesh”.
If this wheel of incoherence and disrespect is allowed to continue, pretty soon we all will become a part of divided Arunachal Pradesh.
The question that comes in my mind is how a brutality and offensiveness method can
solve a problem or situation that demands not counter-
While taking a helicopter view of the condition prevailing in and around the capital one cannot disagree with the very much alike Alice in wonderland situation of law and order in the capital. Government has miserably failed to even invoke a sense of security and safety of its own people. The reality is different between the inherited institution to the government which is created by our ancestor for the citizens and life of the citizens. This differences has made citizens live within a contagion of chaos. The beleaguered government has to take the responsibility and expand their capability of understanding; they need to understand that politics is confined not only to creating growth but also creating order. We have enough law but no order. Until that is achieved life will be nasty, brutish and short. The laws tame the ego and create habits of defense by reminding citizens of their subordination to something permanent. The law spiritualise matter, so that something very normal, like having meal, has a sacred component of it. The laws build community by anchoring belief in common practice. Sadly, our law exists only in book.
